
在即将发布的《中东欧观察》2026年第3期“匈牙利专刊”中,匈牙利约翰·冯·诺依曼大学(JohnV. Neumann University)国际经济与商务学院国际事务与发展系副主任、副教授奥蒂拉·考斯纳尔(Attila Kasznár)博士受邀撰文。考斯纳尔毕业于佩奇大学(University of Pécs)政治学专业,获博士学位,论文主题是中国古代宗教哲学对现代政治进程的影响。他是国际安全政策及欧亚关系领域的专家,长期聚焦匈牙利与欧亚关系研究,涵盖经济、文化及安全领域。除学术研究之外,考斯纳尔具有丰富的政府机构任职经历,曾于2001至2018年在匈牙利内政部任职,2021至2023年在匈牙利驻上海领事馆工作。
考斯纳尔博士即将发表的特别报告《匈牙利大选及其影响评估》,从匈牙利学者的视角分析了此次大选的结果,认为新总理毛焦尔面临诸多挑战,需改革司法和大学体系以获取被欧盟冻结的欧元资金。他认为,外交上,大选后的匈牙利将更贴近欧盟立场,但会保留东西方桥梁角色。在对华政策上,新政府将保持务实姿态,继续吸引中国投资,但会更多地强调遵守法律和环保标准。同时,新政府致力于亲欧盟的改革,可能为投资者带来稳定性和新机遇。
考斯纳尔博士将出席《中东欧观察》新一期报告的发布会,届时将现场与读者进行面对面交流探讨匈牙利研究领域的学术问题。
In the forthcoming Volume 3, 2026 ofCentral and Eastern Europe Observer, a “Hungary Special Issue” will feature an invited article by Dr. Attila Kasznár, Associate Professor and Vice Dean for International Affairs and Development Department of International Economics, John V. Neumann University, Hungary. Dr. Kasznár earned his Ph.D. in Political Science from the University of Pécs, with a dissertation on the influence of ancient Chinese religious philosophy on modern political processes. He is an expert in international security policy and Eurasian relations, with a long-term focus on Hungary’s engagement with Eurasia across economic, cultural, and security dimensions. In addition to his academic work, Dr. Kasznár has extensive experience in government institutions, having served at the Hungarian Ministry of the Interior from 2001 to 2018, and at the Hungarian Consulate General in Shanghai from 2021 to 2023.
Dr. Kasznár’s upcoming special report, “The Hungarian General Election and Its Impact Assessment”, analyzes the outcome of the election from a Hungarian scholarly perspective. He argues that the new Prime Minister, Péter Magyar, faces numerous challenges and will need to reform the judiciary and university systems in order to access EU funds that have been frozen. In foreign policy, he contends that post-election Hungary will align more closely with EU positions while retaining its role as a bridge between East and West. With regard to China policy, the new government will maintain a pragmatic approach, continuing to attract Chinese investment, but with greater emphasis on compliance with legal and environmental standards. At the same time, the new government’s commitment to pro-EU reforms may bring stability and new opportunities for investors.
Dr. Kasznár will attend the launch event of the new issue, where he will engage in face-to-face discussions with readers and exchange views on academic topics in the field of Hungarian studies.
